The mission statement of all three libraries is to collect information in a variety of formats and make it available to all citizens.

The primary goal of the library, as seen by all three library directors, is to serve as independent learning centers for adults and as a doorway to learning for children.

All three libraries have book, video, audio, and periodicals collections. Special collections include local history, vertical file, large print and others which vary from one library to another.

Interlibrary loans are available to supplement local collections. Currently, books are the only resource available through interlibrary loan. Call the library for more details about ILL.

All three county libraries are members of the TN regional library system. The Clinch Powell Regional Library provides consulting services, supplememtary media collections, continuing education units, service to local head start stations, and media processing for local libraries. The TN State Library and Archives provides direct grants, summer reading materials, technical support and TEL, the Tennessee Electronic Library. TEL is just coming into being, it is a number of databases offered free of charge, except for taxes already paid by library users, to TN libraries.

No registration or fee is required for users of library resources on the premises of any county library. To borrow materials, the user is asked to provide the information for a library card (name, address, telephone number, and references). The circulation period for books and other print material and audio cassettes is 14 days and overdue fines of $.05 per day are levied if materials are kept past the due date. Video cassettes are loaned for three days and overdue fines are $3.00 per day.

Oneida Public Library has a children's storytime on Saturday mornings at 10:00. These programs are designed for children ages 3-5. Parents are encouraged to attend with their children. Registration for these programs is desirable so that enough materials are available for every child.

All three county libraries belong to a book discussion group, Bookends, which meets at Oneida Library on the second or third Tuesday evening at 7:00. Everyone who reads this is invited to join.

All three libraries are preparing their materials records for machine readability. Huntsville Library is raising funds for a new Winnebago circulation system. All three libraries will be applying for Gates Foundation grants after August, 1999.

Library volunteers are needed and welcomed. Shelving books, dusting, watering plants, moving furniture, mending books, assembling displays and exhibits, checking out materials, telephoning, and filing are some of the duties you might expect as a library volunteer. A series of seminars and workshops are planned for Oneida library in late fall. Some topics under consideration are: defensive driving, how to read a book, calligraphy and others. Registration dates for these classes will be announced.
